Saiga 12's are legal in NJ as long as they conform to the semi-auto guidelines.
As in: no protruding pistol grip, no collapsible stock, a magazine capacity not exceeding 6 rounds. If it has any of these then it's a semi-automatic defined as an "assault weapon" in NJ.

for hunting you cant have more than 3 and must have plug installed in a tube magazine or a 2 round magazine in your bolt action
