I guess the main question I'd have, then, if no one has attempted to apply for a permit, is how do we KNOW that they will deny applications from common folk other than rumors or distant past experiences?
Some people have. You will be denied every time unless you are employeed by a security company that provides armed guards.

If you read the application ....

Each person applying for a Permit to Carry and Handgun must supply a letter of need, specific in content, as to why they have a need to carry a firearm in the State of New Jersey. If this application is employment-related, then your employer must supply this letter.
Unlike other states, where it is the state that must show why a citizen should not be allowed to carry.
 
there's a gas station in around where i live that was held up by gun point and they wouldn't give this guy a carrying permit.
He doesn't need a carry permit at his place of business. He is allowed to carry.
Does he need a CCW permit or not...it depends.

If, he is the owner of the business, the answer is "NO". If he is merely an employee of the business, he most certainly needs a CCW to carry at his place of employment. Confusing?...YES!

Here's the exact quote of the law from Title 2C:

2C:39-6(e)
Nothing in subsections b., c. and d. of N.J.S.2C:39-5 shall be construed to prevent a person keeping or carrying about his place of business, residence, premises or other land owned or possessed by him, any firearm, or from carrying the same, in the manner specified in subsection g. of this section, from any place of purchase to his residence or place of business, between his dwelling and his place of business, between one place of business or residence and another when moving, or between his dwelling or place of business and place where such firearms are repaired, for the purpose of repair. For the purposes of this section, a place of business shall be deemed to be a fixed location.

All weapons being transported under paragraph (2) of subsection b., subsection e., or paragraph (1) or (3) of subsection f. of this section shall be carried unloaded and contained in a closed and fastened case, gunbox, securely tied package, or locked in the trunk of the automobile in which it is being transported, and in the course of travel shall include only such deviations as are reasonably necessary under the circumstances.

So what's to say that specific content providing one's reason for carrying cannot be something like, "I work in the defense field and therefore am a direct target of foreign terrorists" or something of the sort? Or, "I work in Camden and my life is at risk every time I step outside of my workplace." Is anything specifically on the books that states technicalities for what is considered "high enough risk" or is this just a one-sided subjective decision made by the left-leaning judges? And, finally, is it the NJSP, local police, or a judge who makes the decision based on your app?
 
What if you are self-employed?

My friend's brother (a contractor) has applied for the NJ CC Permit.

He has documented every step in the process, filings, contacts etc...

He has documented all his efforts to assist Law Enforcement before and during this period.

He has documented all his required training (under the law or under the advice of law enforcement).

He has documented all his communications with judges, lawyers and NJ politicians.

He has documented the fire-arms laws from colonial era to present.

The files are are numerous - his documentation is over 2000 pages, and growing...

After 3 years and completing the scheduled training both written and acted, he has been neither granted nor denied.

I think security company is the key. My dad owns a security company (redisential and commercial burg/fire) and has a permit to carry. They dont provide armed guards. The process was complicated but moved rather quickly.
 
So what's stopping us from all forming independently contracted security companies and then applying? If someone wants to hire me for his security firm, I'll work for a $1/yr salary. Then I can get my CCW. Thoughts?

You still must prove that your job requires you be in situations of serious threat. They will want documentation.

It's still VERY unlikely it will be approved. In NJ you must be approved by your Chief of Police and then it is sent to the Superior court to be approved by a judge.
 
In NJ, The application for CCW permit MUST be approved or denied within 60 days of filing. If it is not it is deemed approved.
Application suspended for review.

Correct. And even if the Chief approves it you will most likely have it denied by the Judge. [down]
