The area you are talking about is hunted fairly heavy by locals. There is also a club a little further down the river.

Used to catch some nice brookies out of that stretch of river. :D
 
That road is all clubs an is hit hard, but some how some nice ones come in from there.
Last year I saw a really nice buck crossing Bartley headed onto ort's property. Middle of the day too. It came from between the church and that monstrosity of a house that someone built down there. As others have said there are a lot of guys/clubs who hunt different pieces on that road. Not sure about the state piece though I would assume there are a fair amount of guys hunting it.
 
If we're talking about the South Branch Raritan WMA (northern section) off of Bartley-Chester Road, I've been hunting it since it opened about 5-7 years ago. It was my favorite piece of land. I've taken about 6 does out of there and 2 good bucks.

Used to see a lot of great bucks in there. Recently though, its been HAMMERED!!! Guys hunt the piss out of that place and I gave up trying to hunt it this year. Stands everywhere, guys everywhere. Its too frustrating. I used to be able to pass small eight points in there and see them make it to the next year. Most of the guys Ive talked to in there now shoot anything with antlers. Ive noticed a definite decline in quality since more guys have started hunting it. Im sure theres still a few good bucks in there, but not like 3 years ago. :(
