Well this it what I did several years ago, caught one right behind my house,so I was able to release that one with a catch pole. Caught another on watershed property years ago in oak ridge,no catch pole. Walked up to the cat talking to him in a low voice,I had already emptied my packbasket and walked toward the cat, with the basket, actually placed the basket over the cat and he calmed right down. Now with the cat sitting under the basket I was able to pull the snare to the edge of the basket and cut loose the snare. This snare had a washer lock on it. Its very important to cut the snare inside the lock or it may not pull off. Not sure if I could do this if it was neck snared but this one was body snared. Now the cat was loose sitting under the basket. I stepped back a few feet and the basket rolled over, for an instant the cat sat there looking at me. Then took off as fast as could be. Wish I had a camera that day. Since then I have had a few friends that have released them in PA the same way. The cat becomes very docile when it is under the basket,
