My grandfather died many years ago and he had a 12 foot john boat. i finaly took it out of the woods and cleaned it up in hope to fix it up for bow fishing he never had a title for it and it was never registerd the hull # is barley readable does anyone have any idea how id go about getting a title for it? the boat is from the late 70's early 80's if that means anything

Check with a notary in PA and see if you can get a primary use PA registration. It has been a lot of years, but I did that a for a Gheenoe I had without a title. I don't think it needed a hull number.
 
you cant read it.. you can only make out a few numbers on it
Buff it up slightly with ScothBtite to remove all tarnish and wipe it with anything that contains phosphoric acid (like CocaCola or metail prep solution from the paint store). It may not make the stamped in characrers more readable but it might make them more contrasty.

Do yourself a favor and dive over to the DMV. Explain your situation and how you want to power the boat to the clerk. She will advise you on how to proceed.
 
I found this on the Fish and Game site:

Boats and marine equipment that do not have to be registered
  • Those not based in New Jersey or operating for less than 180 consecutive days
  • Foreign vessels
  • U.S. public vessels
  • Ship's lifeboats
  • Non-motorized vessels used exclusively on small lakes and ponds on private property
  • Racing vessels with New Jersey State Marine Police permit
  • Non-motorized inflatable devices, surfboards, racing shells, dinghies, canoes and kayaks
  • Non-motorized vessels less than 12 feet in length
So if you use a couple of oars, you're fine.

Even with only oars gotta be registered, his boat isn't "less than 12 foot". It's a 12' boat.
 
Oars are muscular powered, not motorized. This boat (12 feet) with oars and no motor doesn't need to be registered. Put ANY motorized propulsion on it and it must be registered

I take that as an 11' boat is ok unregistered with oars. But 12' and up must be registered Reguardless of propulsion method.

I know this is the law because I spent my youth from 14- 20 years old working at a marina that rented boats.
 
I've had a couple old boats that was hard to pull HINs from. Take a piece of paper and put it over the plate and use a pencil sideways. Run the pencil back and forth and you should be able to make out the full number. Remember alot of boats especially if there older only have 11-13 digits for a HIN. Not 17 like new cars or 15 like old cars.
