I recently applied for a firearms id card and a detective from my town called me saying I had a bad reference which threw me off because my references are friends of 10+ years he then told me to withdraw my application and to re apply. But im also considering a move to PA and if I apply in NJ and get denied am I still able to purchase outside of NJ? Any help would be great I don't want to apply if it will ruin my chance of buying if I move out of state

He could mean you references reputation is not so good. Does one have an arrest record or history with the town chief? They may not want a reference with a less than stellar reputation. You should be able to figure out who. Like he said, Pick another and apply again.

already did they both said that the filled out the paperwork correctly. The only thing that might of been an issue is I put my cousin who is an officer and has family on the force in the town I applied in down as a reference and im not sure if that could be the problem? im very new at this and trying to do everything right. also any information about being denied in one state and applying in another after moving?

One reference doesn't have a great reputation but got his FID right before I applied so I figured it would be okay. Im really starting to think its just because I put my cousin down also I just figured having him on the application would look better especially because I was arrested when I was a minor for non violent offenses. Thanks for the replies by the way guys I just want to do this right and avoid headaches

I believe so because I told both of them before I applied if you don't think I should own a firearm tell me now and I will not apply. eh idk im just going to re apply with two new references and see how that works out after all the detective did say to re apply I just may be moving soon and if applying in nj will screw me in Pa id rather not

You can't use family members.
+1 I thought I read somewhere that you can't put family members as references, but I can't give you a link. I don't remember where I saw it. But I think that is correct.

UPDATE:

Here's something: New Jersey Second Amendment Society - How to Obtain a Firearms ID Card in NJ

In summary, the process starts with your local police department. By law you must complete a form STS-33 (the application), be fingerprinted, and fill out a Consent To Mental Health Records Check from. Two references must be provided. Some police departments require that the references are not related or living with you.
And here's an example of one NJ PD that explicitly says not to: http://wyckoffpolice.org/resources/firearms-applications.html

REFERENCES: Mailing addresses must be accurate and complete. Include zip codes & phone numbers. We will not correct improper addresses or zip codes. Do not use a family member as a reference.

It's been a while since I got my FPID but I do remember that I couldn't use relatives and I'm pretty sure that they wouldn't accept a police officer from town as a reference either. I was somewhat friendly with some of the officers (small town, went to HS with them) and thought using them would speed things along, but I ended up having to use some guys I worked with. Looking at the form our PD uses now ( a NJ gov form online) it pretty clearly states no relatives http://nj.gov/njsp/info/pdf/firearms/sts-033.pdf. I can't find anything now that references using LEOs. Didn't matter much, only took 3 weeks or so anyway.

Ahh! Well... there you go :) I knew I read it somewhere - on the form itself :D

"Names, Addresses and Telephone Numbers of two reputable persons who are presently acquainted with the applicant, other than relatives"

Its line 29 on form STS-033.

BTW: does it seem odd to anyone else that the police need to talk to two acquaintances of yours so they can give their stamp of approval for you to exercise your 2A rights? I mean, if I want to go to the street corner and start spouting on about politics or whatever, I don't have to go to the police and ask them for permission and for them to talk to two other people before they decide months later whether or not to grant me the ability to exercise my 1A rights.

My issue with this is what if a person applying for a FPID isn't acquainted with anyone who supports 2A rights but is otherwise perfectly qualified - even by NJ's standards - to obtain an FPID or P2P? I'm sure there are cases where a reference won't give their approval solely because of the stigma and suspicion attached to firearms (especially in NJ), but otherwise wouldn't bat an eye at giving their endorsement if the individual were applying for a government clearance or a job in law enforcement.
