Looks like a growth. I've seen deer with similar growths in Penn. Never though that bad and on the back of the neck. Stomachs , sides and under the jaw , the ranger by us says its a mite thats gotten infected. In Alaska they've found moose with similar lumps , the cause was tick bites .

idk... you can see the neck is visibly crooked. When I saw the thing last fall the head was knocked over like 90 degrees solid. To me it looks like it was hit by a car and survived, or maybe a birth injury/defect. Figure I saw it 10 months ago... and it was a baby then. Not a lot of time for a mass like that to grow.
