Not sure actually. They sell a junior duck stamp (federal) for $5 but if you read the regs it says the duck stamp is needed only for those over the age of 16. Maybe the junior stamp is only sold for conservation purposes but is not actually required to hunt?
 
Last year a CO checked me and I asked him what stamps I would need (I always get a state and fed just in case) and he said that the youths only need a federal stamp along with a HIP and license. Is that right? I believe the CO but just want to make sure.
 
Bubblehead, youths do not need a state stamp but they need a federal. I talked to F&G rules and regs today and they said youths only need federal stamp and HIP, no state stamp until they are 16.

We know that. We're talking about "YOUTH" hunters.
 
It's in the digest what don't you understand. Federal and state stamps not required prior to your 16th birthday the day you turn 16 you need the stamps. HIP required regardless of age.

What age group do you consider a "YOUTH" hunter.
 
A youth is 15 or under, correct?
No. A NJ youth hunting license is good until the end of the year in which they turned 16.
So, if you turn 16 in May you can hunt until December 31 of that year with the youth license.

Federal and state stamps are required at the age of 16 as has already been stated.
