The money will never go back to saltwater fishing. It will go else where.
Cat, then the feds audit to see where it went and the state would need to repay it if it didnt go towards natural resources, this is the basis of some of the best conservation legislation ever written called Wallop Breaux, matches state funds 3 to 1

are our sportsman that uneducated about how FW is operated on a dedicated funding mechanism from Wallop Breaux and Pittman Robertson legislations?

have those fishing clubs that say no to a license been not giving correct info or been brainwashing?

its a no brainer, 3 federal dollars for 1 state dollar and have it dedicated to conservation

oh well, thats why we r in the situation that we r in, polluted water, bulkheaded marshes, kids lacking conservation education/school programs, skeleton crew of wardens, overdevelopment, strict limits on fish, etc
 
Here are some of the issues that we are facing...

The State Bureau of Marine fisheries is unbelieveably underfunded. Enforcement of marine fisheries laws is severely inhibited by a lack of funding. The resource is not being protected. Recreational and Commercial fishermen are blatantly abusing the resource. This is very obvious to anyone who fishes saltwater. The completion of research and the compiling/required forwarding of collected data is severely hampered by staffing/funding issues. This has lead to more severe restrictions on fishermen and loss of revenue to the industry and state. How much money is needed to adequately fund the agency? We will be able to secure an annual appropriation that will cover this cost?

The feds are requiring that we implement a state run, federally compliant registry for saltwater anglers if we don't want to pay $15 for the fed run registry....which NJ SW anglers have to do right now since there isn't a state registry in place yet. Nj anglers will see no benefits from the $15 paid to the feds so that isn't even an option. We are wasting money as we speak since we don't have a registry in place.

The state does not recognize the value of the recreational fishery here in NJ and does not give us bupkis when it comes to appropriations from the general fund...despite the HUGE amount of tax revenue from fishing related sales(sound familiar? the same thing is going on with huntng and freshwater fishing). Would it be possible to lobby for an appropriation of any substantial amount given the current budget crisis?

The registry is going to cost money to implment and run. I don't know what the actual figure is but numbers as high as $600,000 are being thrown around. These are estimates. It could be way less. I don't know the true figure since nobody has laid out a cost analysis..at leas from what I have seen. Unfortunately the state is in economic crisis mode and grabbing funding for the registry from somewhere outside of the Bureau of Marine Fisheries will be like trying to suck water from a stone.

Conservation lotteries and license plates have been proposed to help fund the registry/bureau of marine fisheries. How fast can these measures be implemented? Will there be enough yearly revenue to cover the cost of the registry and/or solve the funding crisis at the Bureau of Marine Fisheries. Will we be able to get these programs started in time before the initial monies are taken out of marine fisheries and we do damage to our ability to manage the resource on a state level?

A saltwater license has been proposed. Will a license negatively impact the recreational fishing industry? Will jobs be lost? This would be tragic as the recreational fishing sector is already hurting big time. Will a license give us more leverage when it coes to lobbying for SW sportsmen's and/or other conservation issues? What other benefits will saltwater fishermen see from the implementation of a license ouside of funding the BMF and regulations enforcement? I don't know. I do know however, that if done correctly, license monies will be federally protected just like our hunting and freshwater fishing license monies. Those of you conspiracy theorists who think the state can raid our license monies right now are dreaming. Governors have tried in the past but have been come down upon hard by the feds and made to repay the funds immediately.

The free registry has been passed and is sitting on the governors desk. There is no funding source specified in the bill. From what has been written, neither side wants the funding to come from the bureau of marine fisheries. What do we do if it does? Will this situation negatively impact our resource? If it passes w/ or w/o a funding source outside of the BMF, immediate action still needs to be taken to secure funding to adequately fund the agency...and this is where the issues above come in. How do we go about that?

I don't know the answers to these questions. I don't really have an opinion one way or another as I don't know enough about each of these issues to volunteer an educated one. These are just some of the things that I have picked up on while attending meetings on this topic and from reading articles authored by people from all sides of the issue.

All I know is...the leaders of our recreational outdoor organizations need to COME TOGETHER AGAIN to come up with a solution to the problems. They need to put the past behind them. They need to come out from their entrenchments and bunkers with an open mind and an eye on fixing the mess that has been created. They need to be creative and come up with ways to satisfy the needs of the recreational fishermen and idustry, while protecting the resource and satisfying the requirements of the governmental agencies in charge of managing the resource. Right now we are divided and its getting us nowhere fast. We are lobbing verbal hand grenades at each other and its doing nothing to solve the problems at hand. The fishermen and the resource are taking a backseat to EGOS and AGENDAS! Also the biggest stakeholders..YOU!!!!...need to get out there and involve yourselves in the process. Without support and input from the people these groups are trying to represent, the quality of our outdoor experiences will continue to decline.

Feel free to discuss the pros and cons of any of the topics above.
 
Pay for what??? No one stocks fish in the ocean. The state or government are not putting up free ramps or docks. Any habitat improvement? It's all privately funded. I'd be all for it if the state does what Florida does, but it doesn't and won't. The money will go and fund jails or some politician to pay for his mistress or condo. It's all BS. Once we agree to pay, it will never be free again. If you want to pay a fee, move to NY.
 
Then it turns into...$28 bass permit, $15 bunker permit, fluke permit, and so on...
that sounds like NJ, then a fishing from jetty permit, summer season permit, surf fishing permit, etc.


Is that what their doing this season? you have to buy a saltwater license?

Actually they were stocking fish in the ocean in past year, I think its just a science experment but still
 
Soon NJ will divide it into saltwater fishing zones. you will have to buy zone permits just like hunting.
Striper northern zone permit 15 dollars
Crab Northern zone permit 15 dollars
Bluefish Southern zone permit15 dollars
Saltwater registry permit .... the list will go on and on.....
 
Stop the fishing before the fluke migration...but if you want to fish the migration that's another permit. Just like it's done with Fall bow and Permit bow. What to hunt the rut, sure $$$$$. That is permit bow. Then bend over...if you want to take a buck during the rut you will need a buck tag. It keeps expanding.
 
I dont trust any agency in this state that has to do with the outdoors. 10 bucks this year....20 next year...30$ license, 20$ striper tags, 30$ fluke tags, the next year and so on. Just look at the cost of hunting licenses, zone permits, buck stubs wtf[wallmad] !

I have said it before.....This state has no intention of providing a quality hunting or fishing experience. Its all about the money.

bonefreak...since you dont mind paying....ill pm you my address...my taxes just went up 700$ last year and i can use some cash.

I hear ya about a few bucks going to something important and I agree its absolutely important I am a huge supporter or future hunting and fishing but.....im not convinced that this money will go 1000% to conservation that's all if I was shown facts it wouldn't b a big deal but im 100% sure 100% of this money wont go directly to conservation there willb excuses y we had to pay this and that with the money that's all but if its all going twards our kids future for fishing im all for it I just highly doubt that's the case just like the trout stamps. No freakin trout were stocked like years past yet the stamp stayed the same price

no one mentions that they understand the Wallop Breaux and Pittman Robertson legislations that has been funding conservation programs for a long time, which dedicates license money plus federal money solely for conservation

do you realize that the millions of dollars in federal excise taxes that we pay on fishing poles, line, lures, gear, etc. goes back to the feds and they give our money to states like FL or NC because they have documented license sales and we dont.

and as for as those bitchy comments bout me having extra money and paying for everyone's lisences, thats funny, but im squeaking along like everyone else, living paycheck to paycheck, living the rat race of NJ, but I realize that Im not going anywhere, I like living in NJ for many reasons, I love to hunt and fish, and if I have to contribute more of my meek earnings to help get the hunting and fishing better in NJ, I will pay my share. You cant expect someone who doesnt hunt or fish to pay for Fish and Wildlife's budget.

I heard the fishing club leaders had some type of mtg the other nite and they were in favor of a $2 registry fee. I wonder if a "registry" is a "license" and wonder if the feds will match that $2 at the 3 to 1 ratio from the excise tax money that we pay on gear.
 
I think the problem is how can the make us pay to fish internatinal waters the state doesn't own it. It like going to the beach and the badge girls come around to make you pay 2 sit on the beach if you walk in to the water they can't say anything to you. so what you going to have to pay to sit on the beach and pay to fish at the same time. On top of paying for the buggy permit.
