What is needed to transfer a rifle from a NJ resident to an NYPD officer? Assume they don't need a NJ firearms ID card or anything like that. Anyone know?
Yup that is wrong. Any interstate gun commerce (ie transfer) requires an FFL transfer in the state the buyer resides. It is a federal law.but could be wrong

Not true, No FFL needed for rifle (long guns) Hand guns only require the use of a FFL. I just did a purchase of a long gun from a NYS resident and only needed their transfer paperwork and ours. I believe it works the same in reverse, but could be wrong. Call a gun shop and check that's what I did.
