What "letter?" That post on MilSurps is dated from August. Until an update is posted on the NJSP website or something comes from the Att. General's office, I'd say that letter doesn't exist. Talk to the dealers/distributors mentioned in that same post and you'll get your answer.
 
They are fun to shoot and plink with.

I had one when I was still in NJ and had flash hider, bayonet lug along with 30 rd mags for it. It was completely legal.
Now, before all the legal eagles tell me I was wrong, illegal etc, here's how it was legal along with the attachments and mags.

Back in I think it was '94 when the Assault Weapon ban went into affect you had until March 15th of that yr to register certain guns that were going to be banned under the AWB. These were the M1A, Carbine and AR15s. These were all guns that had flash hiders, bayo lugs etc which would become known as Pre Ban guns.
The reason for these being able to be registered as legal assault weapons at $50 each was that they met the criteria for DCM matches. US military cal and eligible to shoot the matches.

I still have my original registration form that I got when I registered it. I no longer need it but if I ever wonder back to NJ with it (highly doubtful) it is still legal there.

Oh yea, on a side note for anyone who has ever fired an M2 Carbine, the select fire version of the M1 Carbine, you know how much fun that little .30 cal round can be. :D
