Animal rescue agency to pay a big mismanagement fine

New Jersey's largest animal rescue and shelter operation entered a $138,000 settlement with the state yesterday to resolve allegations raised in a 2003 State Commission of Investigations report about financial mismanagement and fund-raising irregularities.

The 22-page agreement reached between the nonprofit Associated Humane Societies of Newark and the state Division of Consumer Affairs established a long list of requirements for improving financial oversight and accountability. AHS takes in about $4 million annually in public donations to support its $6 million budget to run shelters in Newark, Tinton Falls and Forked River, where it also operates the Popcorn Park Zoo.
