What I want to know is it turkey harvested per hunter.... or turkey harvested per permit?

Some guys purchase more than one turkey permit. Thus, 14% success rate may not be accurate. Heck maybe even a bit misleading.

I think they divide the # of birds checked in into the # of permits they sold.
