NEW JERSEY STATE FEDERATION OF SPORTSMEN”S CLUBS

NEW JERSEY LEGISLATIVE UPDATE - March 7, 2005

Getting legislation successfully out of committee with a positive vote is the first step necessary in getting legislation favorable to sportsmen’s interests enacted into law. It should be remembered however, that this is only the first step in a rather lengthy and complicated procedure. This fact is brought to mind this month regarding two sportsmen supported bills which have successfully completed this first step during the past few months, but since that time seemed to have hit a snag in the legislative process.

Assembly Bill A3345, which would provide mandated State matching monies for available federal Wildlife Grant funds came out of the Assembly Agriculture and Natural Resources committee with a unanimous vote and was forwarded to the Assembly Appropriations Committee for consideration weeks ago, but has sort of disappeared into the bureaucratic woodwork since that time. We’re not talking peanuts here as the federal funding involved would provide $1,143,000.00 to the Division of Fish & Wildlife this year for wildlife planning, research, and management activities, plus additional monies of the same magnitude annually in future years. It is interesting to note that the Senate companion bill to A3345, S1863 has already gone through committee and been approved by the full Senate.

Assembly Bill A3736, which would permit bow hunting for deer on Sundays on private lands and Wildlife Management Areas and raise the penalty for violations of the no-Sunday hunting prohibition, has also successfully completed that first hurdle by coming out of the Assembly Natural Resources committee with a 4-0 vote a few weeks ago, but has seen no activity since.

Both of these bills, although they had a good start, need further legislative action promptly if they are to have a chance of being enacted into law during this legislative session. It is tremendously important that sportsmen generate a groundswell of activity ASAP in an effort to once again make the legislature aware of the importance of this legislation. In the case of A3345 contacts must be made to Assembly Appropriations Committee members and in particular the chairman of the Committee Assemblywoman Bonnie Watson Coleman in support of A3345, and requesting immediate action by the committee to bring the bill to a vote in the full Assembly as was done weeks ago in the Senate. Contacts should also be made now to Assembly Speaker Assemblyman Albio Sires requesting that A3345 be put on the board for a full Assembly vote in the near future. A3736 also needs Assembly Speaker Sires and Assembly Majority Leader Joseph Roberts attention as it is ready for a full Assembly vote, and needs Speaker Sires approval to get it on the board. As is the case with all legislation your local Assemblypersons should also be contacted and their help solicited in getting these bills moving.

It is essential that we get these bills moving NOW if we are to have any chance of having them enacted into law this year. It only takes a few minutes to make a phone call, send a fax or an email, write a short note, or better yet visit your legislator at his office. Both A3345 and A3736 are important bills, good for New Jersey sportsmen, good for the State of New Jersey, and deserving of our attention. These bills have passed the first hurdle, and will be easier to p [no swearing please] now than they will be some time in the future.

I contacted everyone on the list! I really hope you guys and gals take the time to do these things. It doesn't have to be anything fancy. Just tell them you would like to see these bills come to a full vote and that you support the bills. Please take the time to do this or you may find in the future that you have a lot of extra time on your hands that you used to use for hunting and fishing!!!
