Zone 8 - yup. Just look in the digest for Deer Permit Selling Agents.

I believe the only time you can't buy permits OTC is when the zone is a lottery type permit.

I picked up my zone 8 shotgun permit at Dover Sport the other day! I usually go to Walmart though. Seems like every town has a Walmart these days so it shouldn't be to tough to find a permit selling agent!
