So, you changed your initial statement?

I read the regs thoroughly and I wanted to make sure I wasn't doing anything wrong.

As far as the regs state.
-Self-stocking is legal in public hunting space, including WMAs.
-A receipt is required to self-stock.
-Hunting limits are in effect for self-stocked birds. i.e. you release 12, you can only take 4.
-As of this year 2011, Quail hunting is only allowed on Greenwood and Peaslee WMAs plus semi-wild with permit.

Other information:
-A self-stock bird becomes public property once stocked.
