Federal law prohibits the transfer of handguns to out of state residents.

You can legally buy as many handguns as you want from an out of state seller, but they must be shipped directly to an FFL holder here in NJ before you can take delivery of them. And "yes", the one gun a month rule would still apply.

For example:

You could visit a gun shop in PA and buy 3 handguns tomorrow, but they would have to be shipped directly to a NJ FFL holder who would do the transfers to you (Federal law). You would only be able to receive one every 30 days from the NJ dealer, & you'd need a separate handgun purchaser's permit & NICS check for each one (NJ law).

Or you can file the Multiple Handgun Purchase Exemption Form and buy them all at once and 1 nics check.
