About a third of New Jersey will be off-limits to the state's growing bear population, under a proposed management policy released yesterday by environmental authorities who charted a "bear exclusion zone" covering urban and suburban areas.
Ordered by the state Supreme Court last year as a prerequisite to renewing a hunt to control the Garden State's troublesome bruins, the 47-page policy was drafted by the state Fish and Game Council and Department of Environmental Protection Commissioner Bradley Campbell.
