Looking for an OTC hunt. No high fences and no water hole hunting. Looking for a HUNT to remember.
Colorado has lots of O T C tags and loads of land to hunt.

Why not put in for New Mexico tags and if you do not draw, do OTC in SW Colorado. If I was in shape like when I was younger, I would take the Durango-Silverton narrow guage train up the Animas River and hike into elk country in the San Juans. The terrain is rugged and I do remember a lot of jeep, logging, and mining roads/trails maybe coming in from the other side of the Divide. I have wanted to do a hunt there. It would be quite the adventure for the young and fit.
I hunted elk in NM with a guide and would hunt NM DIY but you need to draw a tag and the odds depend on the game management zone that you enter for the lottery. The odds are not bad but no guarantees.

Do you have a budget (rough). It all starts with that. Some tags can be bought in New Mexico from Land Owners (unit wide) They can get pricey though. Montana is an easy draw. You have a little time on your hands. You can still buy a point in Montana and Wyoming (maybe others)
My budget is around the $5K mark.
