I am glad to see so much disscusion on this issue and let me tell you that this state is one that passes laws that sometimes we never here about. I will check on Monday with my buddy at the state police to get the correct law. If i am wrong then I am wrong but I am pretty sure they passed one early this year.

Will get back to all of you and that been takling about this. Yes, I am retired PAPD.

Bloodtrail, thanks for the nice comments about promoting archery. I love archery and do whatever I can to promote it and the hunting lifestyle. If you ever or have ever seen the film World Trade Center that tells our story from 9/11. You will see Michael Pena who plays me in the film go to work in a Mossy Oak T-shirt, I was actually wearing a Met's T-shirt that day. I would drive Oliver Stone crazy with bowhunting stories. He then wanted to incorparate my love for hunting and so he asked if I was okay with him changing the shirt, which I was. Also at the end of the film you see me and my actual family and I am wearing a Mossy Oak fleece jacket. I live hunting!

To think I started hunting when I was 25 when my wife go me into it. I wish I could have started as young as five shooting a bow.

I did see the movie, thought it was very well done.  My wife lost an uncle in the first tower that went down but I'm sure he died next to a police or fireman who lost their life trying to get him and others out.

Maybe might help..

I suggest some one consult a lawyer and get back to the posting.

This goes on every year becuase the laws change without notifying the fire arm public.

bloodtrails, i never said the fid card gives you more rights, what i was trying to point out was you don't actually need to possess a fid card to leagally possess a firearms in all cases. one case is when hunting. another also would be where a resident of another state lawfully buys a long gun or even a handgun then subsequently moves into nj. they do not need a fid card or a handgun permit for those weapons owned prior to moving into nj but they can voluntarily register them with their local pd.

What I was trying to point out is there is NO case where a NJ FPID gives you more rights to possess or transport and not having one at all.

Just got a call from a trooper with the NJSP in response to my posting of this question via email on the NJSP website.  He confirmed the exact same thing OutlawJT said in his post:

If you are the purchaser of a firearm, you must be in the field to make a transfer for use by another individual, otherwise if you are not present and "loaning" the firearm to someone to use, you must complete the "Certificate of Eligibility Form" and have it on your person when using the weapon.

Legally you still own the firearm, but transfer the firearm temporarily to a "qualified" individual.  If you wish to frequently loan the firearm to the individual, keep the form in a safe place. Whoever has the firearm in their possession is considered the "legal" owner when the form is presented to a LEO.

This does not apply to handguns.  Owners must be present at all times - No loaning of handguns is allowed.

This should be the correct form.
