I know it is not legal.
I havent hunted in 20 years and know getting back into it.
However I was talking to an oldtimer. He was telling me years ago when it wasnt legal anywhere, they had an option.

During the acorn drop they would go out beforehand and rake the ground clear of leaves in large area,(and kept it this way)within shooting distances.

What this did was made it very easy for the deer to find the acorn and they became natural bait station.
Would this be legal?? Thanks

The only thing I see you might catch hell for is disturbing the ground/ and or vegatation. From my experiences with the officers on the federal land down here. They DONT PLAY AROUND. I make sure I dont even have bags of bait (from my stateland stands) in my truck whild hunting on the NWR.

That's a slippery slope. I wouldn't think it would be illegal but i'd check. It is a good idea though.
