For those that don't know how a bill becomes a law.  There are a bunch of steps required:

Idea Developed
A legislator decides to sponsor a bill, sometimes at the suggestion of a constituent, interest group, public official, or the Governor. The legislator may ask other legislators in the same House to join as co-sponsors.
   
Bill Drafted
At the legislator's direction, the Office of Legislative Services, a non-partisan agency of the Legislature, provides research and drafting assistance, and prepares the bill in proper technical form.
   
Bill Introduced
During a session, the legislator gives the bill to the Senate Secretary or Assembly Clerk, who reads the bill's title aloud. This is known as the first reading. The bill is printed and released to the public.
   
Committee Reference
The Senate President or Assembly Speaker usually refers the bill to a committee for review, but may send the bill directly to the second reading in order to speed its consideration.
   
Committee Action
When scheduled by the chair, the committee considers the bill at a meeting open to the public. The committee may report the bill to the House as is, with amendments, or by a substitute bill. If not considered or reported, the bill remains in committee.
   
Second Reading
When the bill is reported to the floor (or referred directly without committee review), its title is read aloud for the second reading. The bill is eligible for amendment on the floor. After the bill is given a third reading, the House must vote to return it to the second reading for any further amendments.
   
Third Reading
When scheduled by the President or Speaker, the bill is given a third reading and considered on the floor. The bill may not go through the second and third reading on the same day, except by an emergency vote of 3/4 of the members (30 votes in the Senate, 60 in the Assembly).
   
House Vote
The bill passes when approved by a majority of the authorized members (21 votes in the Senate, 41 in the Assembly) and is sent to the other House. If a final vote is not taken, the bill may be considered at another time or may be returned to a committee by a vote of the House.
   
Second House
The bill is delivered to the second House where it goes through the same process. If the second House amends the bill, it is returned to the first House for a vote on the changes. A bill receives final legislative approval when it passes both Houses in identical form.
   
Governor's Action
After final passage, the bill is sent to the Governor. The Governor may sign it, conditionally veto it (returning it for changes) or veto it absolutely. The Governor may veto single line items of appropriation bills. Bill passed in the last 10 days of a 2-year session may be "pocket vetoed."
   
Law
A bill becomes law upon the Governor's signature or after 45 days if no action is taken. If vetoed, a bill may become law if the Legislature overrides the veto by a 2/3 vote (27 in the Senate, 54 in the Assembly). A law takes effect on the day specified in its text or, if unspecified, the July 4th following its passage.

Bacs, good info.

A few things I don't understand. All of those 7 Assemblymen sponsored the A3275 bill.  Why would they then vote against it?  Is that a direct result of people showing their opposition for it?

How are the committees made?

It is much easier to defeat these things if large amounts of pressure are applied at the earliest time.  Waiting until it gets to the Governor or until a Senate vote will not have the same kind of impact.

Since such a large crowd had showed up to testify on A3275, we spilled out into another room and the hall for quite a long time.  Other Assemblymen and Senators would walk by and ask what is this all about.  They would then be told it is, "an attempt to get rid of the F&G council," "or an attempt to end hunting."  They would then get that look like the proverbial lightbulb going off over their head.  You instantly got the idea they didn't want to touch this thing if 100 people are in Trenton for a committee hearing.

But I will say this, as Chairman McKeon said, the committee process in NJ is not like it is in DC.  They are more rubber stamps in NJ, with much of the work of amending and changing bills happening outside of committee.  While in DC, pretty much everything is done in committee and nothing comes out that isn't going to pass.

Very educational Bacs. Thanks for posting!

I'd like to caution all hunters, anglers, and trappers not to let ourselves be victims (as many of us have been in the past) to complancency based on parlimentary procedures. Resting our hopes on the inertia of the legislative process may have added to the threatened state we find ourselves in today. 

The threat facing hunting, trapping, and angling in NJ is VERY real and we need to influence the voters and legislators TODAY. Bacs posted a great piece of information, and let's use it to educate ourselves as to how to promote our interetsts and not see it as a means to soften our fears.

Unfortunately, the fishing is getting hit with the shrapnel.  I give kudos to the fishing groups that came down and didn't try to get themselves out of the bill but stood side by side with the hunting groups.

A companion senate Bill has now been introduced by Senator Ellen Karcher to change the makeup of F & G (area overlaps Panter's in the 12th district.) The antis are one step closer to achieveing a prioity goal of theirs.

Hello all:
Now a companion bill to A3275 has been introduced in the Senate by Ellen  Karcher, also of the 12 Legislative District (what is it with the 12th Legislative District???).   It is numbered S2041.  If the Senate Environment Committee (see below) passes S2041, it will be brought to the Senate floor for a vote.  So now in addition to contacting your Assembly rep, you need to contact those on the Environment committee to politely tell them that you COMPLETELY OPPOSE S2041.  Just click on the names listed below to learn how these committee members can be contacted. 

WE ALL NEED TO TAKE THESE BILLS VERY SERIOUSLY AND TO MAKE ALL THE NECESSARY CONTACTS NOW!  We cannot let up on this!!!  AND SEE TO IT THAT OTHERS ACT ON THIS AS WELL.  SO MUCH IS AT STAKE!!!

Additionally, a serious effort needs to be made to get both Panter and Karcher OUT OF OFFICE.  There is NO WAY that legislation such as A3275 & S2041, and the legislators that sponsor such bills can be tolerated.  I don't care if they both draft right to hunt and fish legislation and become life members of the NRA, THEY'VE GOT TO GO!!!
I am not an expert on political strategies, but it seems to me that Panter would be especially vulnerable given his paper-thin victory in the last election.  Sportsmen and Women in District 12 MUST MOBILIZE and make it clear that they won't tolerate representatives such as Panter!!  HE NEEDS TO BE MADE AN EXAMPLE OF!  I had heard that the JCAA was extremely unhappy about A3275, and that they have many members in District 12 and that they plan to galvanize their membership against Panter. This would be wonderful news! 

But as I said before, in the meantime let's all work to squash A3275 & S2041 NOW.  Then we can set our sights on the animal rights weenies in the legislature who draft such garbage.

Hmmm,
I'm gone for 3 days come back and look around to see what people HERE are doing about fighting this bill and what do I see the SOS. Federation in fighting and we wonder why this group is loosing its grip and can't get its membership up.
